Priv protector

Protector that checks the diggers privilege. Useful for public areas where the players are not known beforehand.

Builtin privs

Builtin privs especially for the priv-protector:

• protect_streets (public streets)
• protect_rails (public rails)
• protect_public_places (public places, townhall, etc)
• protect_public_infrastructure (public infrastructure: pipes, cables, etc)
• protect_technic_city_infra (priv for Technic_City infrastructure)
